CLIENT | Maryland State Department of Human Resources Office of Technology for Human Services (DHR OTHS)
OBJECTIVE | To successfully work in collaboration with Maryland Connecture, the Maryland Department of Health and Mental Health, and the Maryland Department of Human Resources to establish one of the first state Health Insurance Benefit Exchanges in support of the Affordable Care Act (ACA). To also successfully implement prodigious change to support the re-engineering of technology and business processes statewide for local social services offices servicing millions of Marylanders.
SCOPE | To assist the state of Maryland in migrating services to the new state Health Insurance Benefit Exchange.

BACKGROUND

The Maryland Department of Human Resources (DHR) currently operates software that allows for the collection of benefit information. Changes are needed to state technology systems and processes to implement the new state run Health Insurance Benefit Exchange (HIX). DHR is responsible for managing programs that provide assistance and support to the disadvantaged in the state of Maryland. To further the modernization of the technology and processes associated with benefits management ANGARAI has supported the state's overall strategy and business plan.

SOLUTION

ANGARAI facilitated the initiation and implementation of the Maryland HIX on behalf of the activities required by the Department Human Resources. This included reviewing compliance with SOA and CMS MITA framework to facilitate the building of a value optimized HIX.
