Job Description:

The Consultant SPM leads, manages, and supervises all aspects of Tasks 1, 2, and 3 of the Tunnel Grouting Program. This position requires an effective team leader, who mentors project team members and fosters a working environment where culturally diverse project staff can work together to deliver the project on-time and on-budget. The SPM shall be the primary point of contact within WMATA. The SPM coordinates with WMATA leadership to ensure the proposed plan for the Tunnel Grouting Program conforms to WMATA’s Strategic Roadway Access Plan. The SPM advances the program on-time and on-budget, ensures quality standards are met, and ensures that the implemented program conforms with WMATA Safety and Security Plans and Procedures

Major Roles and Responsibilities:

  • Coordinate, develop, and manage the overall contract budget, schedule, risks, and risk mitigation strategies regarding the work involved in the Tunnel Grouting Program and report to WMATA senior management
  • Coordinate with the Design Consultant (GFP) during the design and planning phases of the Tunnel Grouting Program by reviewing designs, drawings, life-cycle costs and specifications. Confers periodically with contractors and Authority officials concerning construction plans, specifications, costs, and unusual conditions and work coordination
  • Develop management plans in accordance with FTA and WMATA requirements
  • Manage the program and assigned WMATA staff with little or no WMATA supervision
  • Develop a work breakdown structure that is compatible with WMATA and FTA Requirements
  • Comply with procedures identified in both the WMATA and Consultant Project Implementation Manual
  • Present progress to WMATA executive management, the Metro Board of Directors and the General Manager
  • Ensure all work is in accordance with WMATA’s rules, regulations, and guidelines
  • Oversee the delivery of all program deliverables and coordinate quality reviews of materials before delivery to WMATA
  • Ensure timely processing of Requests for Information (RFI), potential change orders (PCO), transmittals and change orders
  • Manage and maintain file structures within Procore and update accordingly. Maintain familiarity with all documentation located in Procore
  • Lead and attend program meetings (weekly meetings anticipated) with WMATA Task Manager and other WMATA personnel at Metro’s offices, at Metro’s discretion, and publish meeting notes that document the work progress of this contract
  • Assist the WMATA Task Manager with closeout of the construction contracts including the development of a Lessons Learned Report.

Background and Experience Required

  • A minimum of a bachelor’s degree in engineering, project management, construction management, business, or related field
  • A minimum of 20 years or equivalent of demonstrable experience managing large projects
  • Proven ability to manage complex budgets and schedules
  • Knowledge of working in a government environment
  • Ability to pass a government background check
  • Reliable transportation
  • Ability to work in confined spaces
  • Ability to work nights, weekends, and holidays, as required
  • Ability to successfully complete WMATA’s Railway Worker Protection (RWP) Certification Class
  • Ability to successfully complete the Occupational Safety and Health Administration (OSHA) Confined Spaces Training
  • Ability to travel out-of-state to conduct manufacturer inspections of facilities and witness any factory acceptance testing as required by the WMATA Task Manager
  • Professional Engineer’s (PE) license is preferred; however, WMATA will consider experience and certification
  • Project Management Professional (PMP), Certified Associate in Project Management (CAPM), or Certified Scrum Master (CSM) Certification is preferred
