Job Description

Oversight Program Manager(s) (OPRM(s)) supervise the work of OPMs and OARs, and perform related duties including, but not limited to, developing policies and procedures, enterprise solution roadmaps, executive level briefings and reports, portfolio plans, and statements of work (SOW).

Detailed Responsibilities:

  • Responsible for initiating, planning, executing, controlling, and closing implementation projects using a formal project management methodology.
  • Responsible for ensuring projects deliver expected value.
  • Concurrently manages multiple projects of Moderate to Large size.
  • Develops strategic plans for projects of high complexity.
  • Develops and maintains detailed plans, reports and schedules, risk and issue logs, project budgets, and resource allocations.
  • Monitors project metrics for significant deviations in quality, cost, and/or schedule.
  • Assists in establishing and improving project management methodologies, procedures, and policies.
  • Ensuring compliance of Project policies, procedures, and methodologies.
  • Provides solutions to improve efficiency (e.g., reduce costs while maintaining or improving performance levels). Monitors issues and provides resolutions for up-to-date status reports. Demonstrates excellent writing and oral communications skills.
  • Responsible for billing for oversight services and any other oversight program support assignments as needed.
  • Responsible for drafting Work Orders for on-boarding resources beyond the core team, recommending, when appropriate, the need for IAS (Independent Assessment Services), initiating document reviews, monitoring and reporting on oversight program progress to DoIT management via periodic meetings.
  • Coaches and mentor’s individuals on the project teams and provides feedback on performance to their leaders.

Qualifications:

Education:

A Bachelor's Degree from an accredited college or university with a major in Computer Science, Information Systems, Engineering, Business, or other related scientific or technical discipline or three (3) years of equivalent experience in a related field.

A Master's Degree in Computer Science, Information systems, (other technical discipline) and or Business is preferred

Experience:
  • Five (5) years of experience since 2010 in IT project or program management;
  • Current Project Management Institute (PMI) Certified Project Management Professional (PMP)
  • Need At least one of the followings:
    • Current PMI-Agile Certified Practitioner (PMI-ACP), Current Certified Scrum Master (CSM), Certified Product Owner (CSPO), Certified Developer (CSD), Professional Scrum Master (PSM), Professional Scrum Product Owner (PSPO), Professional Scrum Developer (PSD) or equivalent certification. Other certifications include Scaled Agile Framework (SAFe), Disciplined Agile Delivery (DaD), and Large-Scale Scrum (LeSS).
  • Two (2) years of experience in Agile IT Project Management
  • Experience in Program management Oversight/independent Verification & Validation
  • Experience in Providing project management support and or providing oversight support for Major Information Technology Development Project (A MD State Initiative) & have been part of PPR & PIR, is an added advantage
  • Hands on experience in working with standards such as SDLC, Agile-SDLC, SAFe 4.0 or 4.5
