The trip beginning Saturday, November 30, 2013, served in strengthening economic and cultural ties between the state of Maryland and South America as Governor O'Malley, County Executive Baker and the delegation met with top Brazilian officials, and potential business & investment partners.

At the opening reception on Sunday, December 01, 2014 at Sao Paulo, Governor O'Malley recognized ANGARAI and its CEO Mr. Subramanian for being the first company to sign an international Memorandum of Understanding (MOU) during the 2011-12 trade mission to India. The delegation visited Sao Paulo, the largest city in Brazil, and Rio de Janeiro - the country's second largest city and capital of the state of Rio de Janeiro. Throughout the mission, Governor O'Malley and the delegation focused on promoting Maryland's key strategic advantages that benefit foreign-owned companies – proximity to the federal government, a skilled workforce, and a rich, culturally diverse business community. The Governor addressed a number of regional business organizations including the Federation of Industries of Sao Paulo, which represents more than 30,000 industrial companies.

Later, in Rio de Janeiro, Governor O'Malley met with Governor Sergio Cabral, as well as with members of Brazil's biotechnology industry, and celebrated the 50th anniversary of the Maryland-Rio partnership.
