ANGARAI has been chosen by 3M COGENT to be the third-party quality assurance contractor to provide independent contract monitoring and status reports for both the Common Benefit Identification Card (CBIC) and Automated Finger Imaging System (AFIS) contracts for the entire contracts terms including any extension periods.

ANGARAI will perform quality review of the deliverables associated with 3M COGENT's delivery to a State Agency. ANGARAI will perform project management and quality assurance assessment throughout the CBIC implementation period followed by support as needed during Operations and Maintenance.

3M COGENT was recently selected by the State Agency to produce and distribute mailed Common Benefit Identification Cards (CBIC) statewide, same day over-the-counter (OTC) cards at two (2) sites, and "vault cards" and "disaster cards" to Social Services Districts (SSD) statewide. The CBIC is a financial card and the vehicle through which eligible clients access various governmental benefit programs, such as the Supplemental Nutrition Assistance Program (SNAP), Temporary Assistance to Needy Families (TANF), and the Medicaid (MA) program. It is automatically linked to benefits authorized within the State's Welfare Management System (WMS). The photo and signature images used for issuing CBICs are provided through an interface to the Automated Finger Imaging System (AFIS), also provided by 3M COGENT.
